This equal partnership aims to supply green hydrogen, ammonia, and fertilizers to Morocco, Europe, and international markets. It includes the potential development of manufacturing facilities and an R&amp;D hub to advance the rapidly growing renewable energy industry in Morocco.</p> <p>Fortescue and OCP Group, leaders in iron ore and phosphate respectively, are united in their goal to reach their emissions reductions targets. These plants from OCP Group, a world leader in sustainable plant and soil nutrition solutions, will have a total annual capacity of 110 million m3. In addition to providing OCP Group's industrial and mining sites with non-conventional water autonomy, the project will supply up to 75 million m3 of drinking water to the cities of Safi, El Jadida, and the areas neighboring OCP Group's Safi and Jorf plants. More than 1.5 million people will benefit from this drinking water.</p> <p>The third loan, amounting to 20 million dollars from the Clean Technology Fund, will be used to finance energy storage systems generated from renewable sources. These systems will power desalination plants and other productive units of OCP Group.</p> <p>This financing is an example of the support that the African development bank, the Canada Climate Fund – African development bank (CACF), and the Clean Technology Fund (CTF) intend to provide in the fight against climate change, both in terms of adaptation and mitigation of its effects. It also aims to support the most vulnerable populations, among others, by supplying drinking water and by creating jobs, including for youth and women, as well as in rural areas.</p> <p>The projects are essential components of OCP Group's Green Investment Program and are part of the Emergency Plan for Drinking Water Supply initiated by the Moroccan government.</p> <p>The financing agreements were signed by Mr. Ousmane Fall, director of the Industrialization and Trade Development Department at the African development bank, and Mr. Karim Lotfi Senhadji, Chief Financial Officer of OCP Group. Representatives of the Canadian government also attended the signing of the loan agreements, marking the contribution of the CACF and strengthening common commitments against climate change and for the empowerment of women. Furthermore, the closure of this financing operation represents the first non-sovereign financing signed under the CACF. They reinforce the long-term partnership between the African development bank and the Kingdom of Morocco in its efforts to address the challenges of climate change.</p> <p>“We are proud to be associated with this ambitious project that provides a strategic response to the increasing water stress in Morocco. The project will also optimize the management of water resources in OCP's industrial activities by using desalinated seawater”, appreciated Achraf Tarsim, the head of the African development bank's country office in Morocco.</p> <p>“We greatly appreciate these loans, which represent significant contributions to our $13 billion investment program from 2023 to 2027. Our sustainability goals aim to achieve 100% non-conventional water by 2024, 100% renewable energy by 2027, self-sufficiency in green ammonia by 2032, and total carbon neutrality by 2040”, said Karim Lotfi Senhadji, Chief Financial Officer of OCP Group.</p> <p>“We are pleased to see that this fund is being effectively deployed in Morocco to help address climate challenges. The objective of the project is to explore the potential of soil to sequester carbon, boost its fertility, and improve equitable access to the carbon market, thereby promoting soil health on the continent.</p> <p>The project will provide African farmers with access to a state-of-the-art MRV (Measuring, Reporting, and Verification) system at a competitive cost compared to conventional MRV systems. It will also encourage them to adopt sustainable agricultural practices, improve their soil health and yield, and develop an additional income streams through carbon credits.</p> <p>MRV (Measuring, Reporting, and Verification) systems are essential pre-requisites for the certification of carbon sequestration projects, which consists of investing in soil carbon fixation programs through the adoption of sustainable agricultural practices. However, the cost of conventional carbon dioxide (CO2) quantifying methods via direct soil analysis constitutes a barrier of entry for project developers, as well as farmers (particularly African ones), wishing to adopt more sustainable agricultural practices that are likely to generate carbon credits. The digitalization of MRV (Measuring, Reporting, and Verification) would remove this obstacle and respond to the needs to quantify CO2eq in an agile and more affordable manner.</p> <p>A crucial consequence of this project will be the development and implementation of a digital platform, with a user-friendly interface containing key farmer characteristics, management data inputs, carbon project tracking, and a link with teledetection tools based on Regrow’s satellite imagery, as well as the validated and calibrated DNDC model.</p> <p>OCP Group, UM6P, and Regrow support the sustainable transformation of agricultural systems to feed the planet and fight climate change. The result is a reduction in the overall tariff rate from 19.97% to 2.12%. This new and far lower rate will be the final tariff rate applied to our 2021 imports, and will also serve as the new provisional rate required to be deposited with U.S. Customs for imports occurring from November 2023 and onward until the conclusion of the next administrative review in Q4 2024. At that time, the rate will again be updated.</p> <p>We are very pleased that the DOC has taken account of the detailed evidence provided by OCP during the DOC’s first administrative review and verification process. This result reflects OCP’s commitment to cooperate fully with the DOC review and verification process, leading to a markedly reduced tariff based on the DOC’s more thorough review of the facts.</p> <p>OCP continues to believe that there is no justification for any tariffs on our US fertilizer imports. We therefore look forward to the DOC’s and the US International Trade Commission’s redeterminations in the next few months in response to the remand orders issued in September 2023 by the US Court of International Trade. We remain, as always, ready to provide the US agencies with any further information they may require to complete their redeterminations. We are grateful to all those voices representing US farmers who spoke out loudly in opposition to these duties. They have expressed willingness to collaborate in trade finance transactions, using MIGA’s guarantees for the importation of strategic commodities including fertilizers in Africa.</p> <p>This collaboration aims to enhance food security, promote employment and farmers’ livelihoods, secure their access to international markets, bolster productivity, and increase foreign exchange availability and earnings by facilitating the export of commercial crops.</p> <p>This MoU follows a first-of-its-kind credit enhancement facility signed in 2020 between MIGA and TDB via which MIGA provided a 10-year guarantee for commercial bank financing extended to TDB with longer tenors and lower interest rates. This facility has so far succeeded in supporting transactions worth over USD 300 million in TDB member states, making it possible for their corporates, financial institutions, and public sector to import commodities which are vital to their food and energy security, foreign exchange earnings, employment, and tax revenues.</p> <p>The MoU further strengthens TDB’s long-standing relationship with OCP Group, thanks to which, USD 2 billion of fertilizer imports from Morocco were facilitated into the TDB region over the past six years.</p> <p>Among several milestones, TDB and OCP Group collaboratively executed the first-ever intra- Africa trade finance transaction using blockchain technology. In 2022 alone, three-quarters of the USD 700 million in transactions OCP Group and TDB completed together were realized using this technology, resulting in important savings in terms of time, costs and carbon footprint.</p> <p>The parties expect to enhance their cooperation in promoting stable and sustainable economic growth and further economic and trade cooperation in Africa.</p> <p><strong>Admassu Tadesse, TDB Group President Emeritus and Managing Director</strong> said: “With this MoU, we are expanding our strategic partnerships with both MIGA and OCP Group, with whom we have successfully rolled-out pioneering and impactful trade finance solutions. This cooperation aims at accelerating investments and reforms to make fertilizers more accessible and affordable to farmers. “These projects are an important step towards unlocking Africa’s potential in global food security” said <strong>OCP Group’s Chairman and CEO, Mr. Mostafa Terrab</strong>. “The goal is to drive a just and sustainable agricultural transition, by widening the access of farmers in West Africa to customized fertilizers that nourish the soil and improve crop yields, which in turn enhances the livelihoods of farmers, thereby contributing to African development and prosperity.”</p> <p>This is a critical partnership to help achieve the commitments made by the Ministries of Agriculture and Food Security of member countries of the Economic Community of West African States (ECOWAS) in the Lomé Declaration endorsed in May 2023.</p> <p>“Both our institutions believe in accelerating investments and reforms to support a resilient agriculture that promotes sustainable development and creates jobs. This partnership between the World Bank and the OCP Group is turning the Lomé Declaration into action,” said <strong>Ousmane Diagana, World Bank Vice President for Western and Central Africa.</strong></p> <p>The partnership will focus on five areas of cooperation: (i) Improving soil health and fertility through digital soil mapping analysis and customized fertilization; (ii) Establishing agricultural technology and service centers to train and support smallholder farmers; (iii) Launching a Digital Farming School program to foster local capacities and entrepreneurship to transform the agri-food sector; (iv) Strengthening the capacity of ECOWAS to operationalize its Roadmap on fertilizers and soil health; and (v) Supporting the establishment of a Regional Center for Soil Health and Fertility management in West Africa hosted by the International Institute of Tropical Agriculture (IITA).</p> <p>Under the partnership, both institutions reaffirm their commitment to the United Nations’ Sustainable Development Goals, in particular SDG 2 on hunger and food security, and SDG 13 on climate change.</p> <h3>About OCP Group</h3> <p>OCP Group helps feed a growing global population by providing it with the essential elements for soil fertility and plant growth. The new platform will build and support sustainable food production and distribution systems in Africa, contributing to skills development, job creation, and food security.</p> <p>By providing access to finance and skills training, the platform aims to strengthen 30 agricultural value chains across Africa through 60 agri-finance operations. These will cover a range of crop types and will address challenges holding back the sector’s growth and resilience.</p> <p>Agriculture is vital to Africa’s economy, contributing about 20 percent of the continent’s GDP and more than 60 percent of its employment. However, Africa currently imports a large proportion of its food, reducing the continent’s resilience to external shocks. The platform’s targeted investment strategy will support the sustainable growth of the sector and increase food security across the continent.</p> <p>“Today we take a major step towards a just African agricultural transformation by mobilizing substantial new financing for African farmers and for the value chains that support them” said Mostafa Terrab, Chairman and CEO of OCP Group. “The partnership between IFC and OCP is working to unlock the full potential of Africa to feed not only itself but the world.”</p> <p>“Agriculture is a critical sector for Africa, and we are thrilled to scale up our partnership with OCP to improve food production and attract investment to the continent”, said IFC Managing Director, Makhtar Diop. “Both IFC and OCP Group will commit resources to grow the platform and we are keen to attract like-minded partners and potential investors to join us in this important and timely project.”</p> <p>By building a pipeline of interventions, the platform aims to attract new investors who will be able to participate either directly or indirectly. Each investment will be monitored for its impact against social, economic and environmental measures.</p> <p>Besides providing funding, the platform will undertake in-depth studies of targeted value chains to identify the challenges facing the sector and design solutions. The platform aims to foster the emergence of African champions and enable best practices to be shared so that success can be replicated across Africa.</p> <p>The platform has already partnered with Bank of Africa to improve access to fertilizers and other inputs for African farmers and agri-processors.
